MINUTES OF THE MEETING OF THE PLANNING COMMITTEE
HELD ON 16 APRIL 2007 AT THE PARISH COUNCIL OFFICE, WITTERING WALK

P07.25 Declarations of Interest. None

P07.26 Minutes of the last meeting
The Minutes of the meeting held on 26 March 2007 were confirmed as a correct record and signed by the Chairman.

P07.27 Matters Arising from the last meeting
EWB/07/00912/FUL demolition and re-construction of 3 shop units and 2 flats at 1-3 The Parade, Bracklesham. The Council received clarification regarding the positioning of the development and unanimously agreed to withdraw their comment made at their meeting on 26 March 2007 and now submits no objection.

P07.28 New Planning Applications.

The Committee had NO OBJECTION to the following applications:

P07.28.1 EWB/07/01311/DOM Rayan 35 Oakfield Avenue EW
Single storey rear extension.

P07.28.2 EWB/07/01628/DOM 27 Furzefield EW
Proposed 2 storey side extension and change of use of loft to habitable space.

The Committee OBJECTED to the following applications:

P07.28.3 EWB/07/01222/DOM 10 Barton Way Bracklesham Bay
Side extension and front extension both incorporating rooms within the roof, new dormers to rear, rooflights, solar panels and alteration to garage to form store/plant room.
Reason: This is a cul de sac of bungalows and this would be overdevelopment of site and obtrusive to street scene. Also there is concern over the dormers restricting light to the neighbouring bungalow. The Committee also received 13 objections from nearby residents.

P07.28.4 EWB/07/01655/FUL Little Thatch And Clover Thatch 37 Shore Road EW
Terrace of 4 no. houses.
Reasons:
1. Overdevelopment of site, 2 properties more appropriate.
2. Roof too high and out of keeping with the street scene.
3. Lack of sufficient parking. Vital to bear in mind it is located in the narrowest part of Shore Road with no available parking on road in the near vicinity.
4. CDC’s Rural Parking Forum has already identified this location as an area of concern regarding lack of pavement and it being the main route to the beach for pedestrians. Due to the proven parking problem in East Wittering the Forum is looking at ways to increase the use of the large car park in Marine Drive which will also increase the pedestrian usage of this road.

P07.29 Enforcement Enquiries - updates

P07.29.1 EWB/06/00212/CONMHC Stubcroft Farm, Stubcroft Lane. Query use of site by caravans. A Planning Contravention Notice has been issued by CDC. A member of the public reported a number of caravans on the site during the Easter holidays. The Committee agreed to pass this report to CDC.

P07.29.2 EWB/05/00265/CONCOM Church Farm Residential Home. Building of perimeter wall. Subsequent planning application was refused. The Local Planning Authority is in negotiation with BUPA Care Services who run the home to agree a scheme of works that would overcome the breach of planning of control.

P07.29.3 EWB/06/00339/CONHH Green Tiles, 8 Beech Avenue, Bracklesham. Dog breeding query. A report has been prepared for the attention of Head of Service recommending that a notice is served with view to a material change of use at the property.
