MINUTES OF THE MEETING OF THE PLANNING COMMITTEE
HELD ON 21 MAY 2007

P07.36 Election of Chairman
Cllr. Lowe proposed Cllr. Breeze and was seconded by Cllr. Lambert and the Committee agreed that Cllr. Breeze be Chairman of the Planning Committee for the next year.
P06/37 Election of Vice Chairman
Cllr. Lambert put his name forward for the position of Vice Chairman but was not seconded.
Cllr. Lowe proposed Cllr. Munday as Vice Chairman which was seconded by Cllr. Breeze and agreed that Cllr. Munday be Vice Chairman for the next year.
P07.38 Declarations of Interest. None
P07.39 Minutes of the last meeting
The Minutes of the meeting held on 30 April 2007 were confirmed as a correct record and signed by the Chairman.
P07.40 Matters Arising from the last meeting
The Clerk was asked to find out more details regarding the outstanding application no. EWB/05/01498/OUT land north of Lively Lady, Bracklesham Lane. 6 no. 1 bed flats and 2 no. bungalows.
P07.41 New Planning Applications.
The Committee had NO OBJECTION to the following applications:
P07.41.1 EWB/07/01562/FUL CD Kings Ltd Claremont Shoreside Walk EW
Minor amendments to approval EWB/05/04185/FUL- Sussex hip end main roof and hip dormer and porch roofs all plots. Variation of materials to plots 3 and 4.
P07.41.2 EWB/07/02007/DOM Richard Peter Crump 8 Silver Way Bracklesham
Change of use of existing garage to study including alterations to front elevation and single storey rear extension.
P07.41.3 EWB/07/02281/DOM Mr M Marsdin
Seaward West Bracklesham Drive Bracklesham
Renewal of unimplemented planning permission EW/02/01949/FUL. Erection of double garage.
P07.41.4 EWB/07/02059/DOM Mr And Mrs Dixon

Replacement dormers to south elevation, roof extension, change of use of garage to habitable accommodation and new detached garage.
The Committee OBJECTED to the following application:
P07.41.5 EWB/07/01241/COU Simon Green Stubcroft Farm Stubcroft Lane EW
Change of use to allow stationing of 5 no. caravans on campsite.
Reasons:
This is a retrospective planning application as this area has been used for siting of caravans for about one year and during this time has been the subject of an enforcement issue. The information supplied is lacking in detail.
a. The application is for 5 caravans on the existing campsite (EWB/05/02544/ELD). For this new application the boundary of the existing site has been extended into the applicants garden area. The Parish Council is not aware of any application to extend the site.
b. Moving the boundary and enlarging the campsite encompasses the building that is subject to a public enquiry on 21 June and therefore should not be considered until after the enquiry.
c. The existing campsite is seasonal when not in use for agriculture. This application does not state when these caravans will be on site and does not state the period of ‘seasonal use’.
d. Are the proposed caravans tourers, static, residential, to let and where will they be located?
e. Where is the waste water, surface and foul, going to drain? The applicant has written N/A on the form.
f. There appears no provision for toilet facilities. If it is a cesspit what is its capacity and ability to cope with such an increase?
g. A caravan and car can be up to 45 feet in length. The application could lead to 10 caravan movements per day, possibly by inexperienced drivers, exiting/entering Tile Barn Lane, situated on a very dangerous bend which has seen many accidents in recent years.
h. Tile Barn Lane is very narrow private road without any passing places for large vehicles and therefore is an unsuitable access route and the turns required would be very tight.
i. It appears that residents in Tile Barn Lane have not received any notification of this application.
P07.42 Mobile Phone Mast Application. Proposed H3G base station at Stocks Lane, Bracklesham.
After lengthy discussion the Committee agreed to the following response:
‘The Parish Council does not feel there is sufficient guarantee for the health of people near the site of mobile phone masts or that there is conclusive evidence that there are no adverse health issues relating to mobile phone masts. It is therefore unable to approve these sites. The
decision was made after hearing responses from the parishioners, reference to the fact that after about 30 years studies have revealed that there is clear evidence that electricity pylons affect health and of course in recent years the effect of asbestos on the human body which was previously unknown or denied’.
The Planning Committee agreed to report the above response to the full Council meeting on 14 June for its adoption as Council policy.
P07.43 Enforcement Enquiries - updates
P07.43.1 EWB/06/00212/CONMHC Stubcroft Farm, Stubcroft Lane. Query use of site by caravans. A Planning Contravention Notice has been issued by CDC and a reminder has been sent. A member of the public reported a number of caravans on the site during the Easter holidays. The Committee agreed that the delay in dealing with this application was causing the Council considerable embarrassment amongst the general public and will ask CDC how many reminders will be sent and is there a time limit. This has resulted in a formal planning application EWB/07/01241/COU.
P07.43.2 EWB/05/00265/CONCOM Church Farm Residential Home. Building of perimeter wall. Subsequent planning application was refused. The Local Planning Authority is in negotiation with BUPA Care Services who run the home to agree a scheme of works that would overcome the breach of planning of control. The Committee agreed to submit that anything other than total reinstatement of the original wall is totally unacceptable to the Parish Council.
P07.43.3 EWB/06/00339/CONHH Green Tiles, 8 Beech Avenue, Bracklesham. Dog breeding query. A report has been prepared for the attention of Head of Service recommending that a notice is served with view to a material change of use at the property. CDC asked for any further information available from the Parish Council. The Clerk was asked to investigate and pass any information to CDC.
P07.44 The Chairman brought to the attention of the Committee a recent article in the Chichester Observer describing the new development at Pebble Beach at Bracklesham incorrectly as West Wittering. The Clerk was asked to contact the newspaper and Barratts to advise them of the error.
The date and venue of the next meeting of the Planning Committee will be posted on Parish noticeboards.
