MINUTES OF THE MEETING OF THE PLANNING COMMITTEE

P07.45 Declarations of Interest. None
P07.46 Minutes of the last meeting
The Minutes of the meeting held on 21 May 2007 were confirmed as a correct record and signed by the Chairman.
P07.47 Matters Arising from the last meeting
EWB/05/01498/OUT land north of Lively Lady, Bracklesham Lane. 6 no. 1 bed flats and 2 no. bungalows - the Clerk advised that this was still awaiting Highways agreement and CDC has no further information.
P07.48 New Planning Applications.
The Committee had NO OBJECTION to the following applications: P07.48.1 EWB/07/02587/DOM Mr And Mrs J Stevens, Driftwood 1 First Avenue Bracklesham. Proposed change of use of existing roof space to form habitable accommodation and installation of rooflights.
P07.48.2 EWB/07/02686/DOM Mr Taylor Seaview East Bracklesham Drive. Proposed porch, replacement sunroom with balcony.
The Committee OBJECTED to the following applications:
P07.48.3 EWB/07/02504/FUL Mr C Kings St Martins West Bracklesham Drive Demolition of bungalow and erection of 2 no. houses.
Reasons: Lack of information. No facility for ascertaining height of adjacent properties. This application must not exceed height of adjacent properties.
P07.48.4 EWB/07/02067/FUL Rawliegh Homes Group, 4 Kingfisher Parade, EW.
Alteration and extension of existing building to form 6 no. flats with retail at ground floor. Reasons: Bulk of the building is too great. Insufficient car parking provision. Restriction of light to adjacent properties
P07.48.5 EWB/07/02158/TEL56 Hutchinson 3G (UK) Ltd, Telephone Exchange,
Stocks Lane. Installation of a radio base station comprising of a 12.5m high telecommunications ‘telegraph pole’, 3 no. antennas within a shroud, 1 no. 200mm diameter transmission dish, radio equipment housing and development ancillary thereto.
Reasons: The Committee maintained its decision under minute P07.42 as follows:
‘The Parish Council does not feel there is sufficient guarantee for the health of people near the site of mobile phone masts or that there is conclusive evidence that there are no adverse health issues relating to mobile phone masts. It is therefore unable to approve these sites. The decision was made after hearing responses from the parishioners, reference to the fact that after about 30 years studies have revealed that there is clear evidence that electricity pylons affect health and of course in recent years the effect of asbestos on the human body which was previously unknown or denied’.
P07.49 Enforcement Enquiries - updates
P07.49.1 EWB/06/00212/CONMHC Stubcroft Farm, Stubcroft Lane. Query use of site by caravans. A Planning Contravention Notice has been issued by CDC and a reminder has been sent. A member of the public reported a number of caravans on the site during the Easter holidays. The Committee agreed that the delay in dealing with this application was causing the Council considerable embarrassment amongst the general public and will ask CDC how many reminders will be sent and is there a time limit. This has resulted in a formal planning application EWB/07/01241/COU. Dealt with under minute P07.41.5.
P07.49.2 EWB/05/00265/CONCOM Church Farm Residential Home. Building of perimeter wall. Subsequent planning application was refused. The Local Planning Authority is in negotiation with BUPA Care Services who run the home to agree a scheme of works that would overcome the breach of planning of control. The Committee agreed to submit that anything other than total reinstatement of the original wall is totally unacceptable to the Parish Council.
P07.49.3 EWB/06/00339/CONHH Green Tiles, 8 Beech Avenue, Bracklesham. Dog breeding query. A report has been prepared for the attention of Head of Service recommending that a notice is served with view to a material change of use at the property. CDC asked for any further information available from the Parish Council. 11.6.07 The Committee received two letters of objection which had been copied to CDC. Clerk was asked to investigate and pass any information to CDC.
P07.50 Urgent Matters
P07.50.1 Stubcroft Farm, Stubcroft Lane, E. Wittering - unauthorised building.
The Committee confirmed that Cllr. Lambert will attend the public enquiry on
21 June as representative of the Council.
P07.50.2 The Committee voiced concerns about the accessibility of CDC planning website. There seems to be continual problems opening planning applications. The Clerk advised the Committee that CDC are aware of the problems and are working on them and hope to have them fixed in the near future.
