P07.57 Declarations of Interest. Cllr. Lowe declared an interest on item 6.7, EWB/07/03502/DOM, as he is related to the applicant.
P07.58 Minutes of the last meeting
The Minutes of the meeting held on 2 July 2007 were confirmed as a correct record and signed by the Chairman.
P07.59 Matters Arising from the last meeting None
P07.60 Public Questions. Mr. Smith advised the Council that all the public requested to speak on Agenda item 6.2 regarding EWB/07/03104/FUL, 8 Admiralty Row.
P07.61 New Planning Applications.
The Committee had NO OBJECTION to the following applications: P07.61.1 EWB/07/02982/COU Mr C D Lewington 2 Kingfisher Parade East Wittering
Change of use from storage to physiotherapy studio.
P07.61.2 EWB/07/02754/FUL Olivier Picard, 6 New Parade Shore Road EW. New shopfront to retail shop.
P07.61.3 EWB/07/03224/DOM Mrs H Fecher and Mr N Fecher, St Crispins Tamarisk Walk EW
Amendments to previous planning permission EWB/06/02253/DOM. Additional permission requested for two more identical dormers in existing/old roof space to be sited next to previously permitted dormers, high level windows on the east and west elevation to be fixed and obscured glass.
P07.61.4 EWB/07/03473/DOM. Mr P Fitzgerald, 109 Stocks Lane East Wittering Single storey rear extension
The Committee had NO OBJECTION but COMMENTED on the following application:

P07.61.5 EWB/07/03502/DOM Mr S Lowe, Ponderosa 1 Coney Road East Wittering
Amendments to planning permission 06/03810/DOM- Garage workshop with art studio above. Comment: The Parish Council recommend a condition be included to prevent residential or business use.
Cllr. Lowe returned to the meeting.
The Committee OBJECTED to the following applications:
P07.61.6 .EWB/07/03104/FUL Russex Limited 8 Admiralty Row The Parade EW
Two storey extension to side to form ground floor flat with extra accommodation for main house at first floor.
Reasons:
(1) Over development. The development offers very little additional space to the main dwelling and the additional flat is of insignificant size when the current building of affordable housing is already plentiful in neighbouring Bracklesham. The irreparable damage to Admiralty Row that the building this extension will cause far outweighs the need to build a further property.
(2) The extension will be “hard up” against the wall of the Co-op building. The light to its interior will be severely restricted and access for maintenance will be extremely minimal thus leading to early deterioration.
(3) Rear access to Admiralty Row and Admiralty Court is already congested and will be further restricted with additional car parking. Essential services and emergency vehicles already experience difficulties in accessing the properties. There is insufficient room available for the contractor’s vehicles or indeed their own personal vehicles, which they will inevitably attempt to park with the complex.
(4) The proposal will destroy the overall front elevation by its mere presence and it will be virtually impossible to match the existing brickwork or roofing materials.
(5) The building is of historical interest.
Admiralty Row is the original row of coastguard cottages built in East Wittering around 1880 and is of significant historical importance. The village grew up around these cottages. Admiralty Row is one of the few remaining buildings with any architectural interest to survive the development of the area and gives the village a link to the past. As a coastal village dependant on tourism to the area, this historic link should be promoted and not destroyed by an unnecessary extension.
(6) This application contravenes Policies CH1, CH4 and CH5 of the West Sussex Structure Plan 2001-2016.
To allow this development to take place would be against this policy which aims to protect the character of historic towns and village, particularly along the coastal plain. Allowing this development to proceed will specifically contravene the following paragraphs from the introduction of this part of the document and will neither protect nor enhance the historic heritage of this important building and fail to adhere to the aims of Policies CH1, CH4 and CH5.
P07.61.7 EWB/07/03235/FUL Mr And Mrs K Tye, Little Thatch And Clover Thatch Shore Road EW. Terrace of 3 no. houses
The Parish Council maintains the same reasons for objection as the first application.
1. Overdevelopment of site, 2 properties more appropriate.
2. Roof too high and out of keeping with the street scene.
3. Lack of sufficient parking. Vital to bear in mind it is located in the narrowest part of Shore Road with no available parking on road in the near vicinity.
4. CDC’s Rural Parking Forum has already identified this location as an area of concern regarding lack of pavement and it being the main route to the beach for pedestrians. Due to the proven parking problem in East Wittering the Forum is looking at ways to increase the use of the large car park in Marine Drive which will also increase the pedestrian usage of this road.
P07.62 Enforcement Enquiries – updates
P07.62.1 EWB/05/00265/CONCOM Church Farm Residential Home. Building of perimeter wall. Subsequent planning application was refused. The Local Planning Authority is in negotiation with BUPA Care Services who run the home to agree a scheme of works that would overcome the breach of planning of control. The Committee agreed to submit that anything other than total reinstatement of the original wall is totally unacceptable to the Parish Council.
P07.62.2 EWB/06/00339/CONHH Green Tiles, 8 Beech Avenue, Bracklesham. Dog breeding query. A report has been prepared for the attention of Head of Service recommending that a notice is served with view to a material change of use at the property. CDC asked for any further information available from the Parish Council. 11.6.07 The Committee received two letters of objection which had been copied to CDC. Clerk was asked to investigate and pass any information to CDC.
P07.62.3 Stubcroft Farm, Stubcroft Lane, E. Wittering – unauthorised building.
Cllr. Lambert attended the public enquiry on 21 June as representative of the Council and reported that the enquiry had received late paperwork from Mr. Green therefore the Planning Inspector decided to reconvene the enquiry on a date to be arranged in either August/September. The Committee was advised that a new date has been set as 13/14 September. The Clerk to confirm the date and Mr. Lambert to attend.
P07.62.4 Itte, West Bracklesham Drive. Residents are concerned that the finish and the windows are not as agreed in the Appeal Decision APP/L3815/C/06/2015972.
The Clerk was asked to forward a copy of the Appeal Decision to the Enforcement Dept at CDC pointing out the clauses stating that this Committee believes that there were no windows at the time of appeal. CDC have investigated and concluded that there is now no breach of permission. File closed.
