P07.51 Declarations of Interest. All the Committee declared an interest on Agenda item 6.7, EWB/07/02785/DOM, as the applicant is a Councillor on this Parish Council.
P07.52 Minutes of the last meeting
The Minutes of the meeting held on 11 June 2007 were confirmed as a correct record and signed by the Chairman.
P07.53 Matters Arising from the last meeting None
P07.54 New Planning Applications.
The Committee had NO OBJECTION to the following applications:
P07.54.1 EWB/07/02333/ADV Olivier Picard MPS 6 New Parade Shore Road EW 1 no. fascia sign.
P07.54.2 EWB/07/02178/DOM Mr And Mrs P Swaddling Sunshine East Bracklesham Drive, Bracklesham.Proposed dble garage amendment to EWB/06/01997/DOM.
P07.54.3 EWB/07/02806/FUL Mr G Yahiya 1-3 The Parade Bracklesham Lane Bracklesham. Demolition of existing terrace of 2 no. hot food takeaway units and 1 no. shop unit and replacement with a building of two A5 units (hot food) and 1 no. shop unit (health and beauty) at ground floor with 2 no. flats above
The Committee OBJECTED to the following applications:
P07.54.4 EWB/07/02615/DOM Rudi Tyrrell 10 Barton Way Bracklesham Bay
Side extension and front extension both incorporating rooms within the roof, new dormers to rear, rooflights, solar panels and alteration to garage to form store/plant room.
Reason: This is a cul de sac of bungalows and this would be overdevelopment of site and obtrusive to street scene. Also there is concern over the dormers restricting light to the neighbouring bungalow. The Committee also received 3 objections from nearby residents. If this application is permitted the ‘plant room’ must be designated for domestic use.
P07.54.5 EWB/07/02756/FUL Ridgemoor Holdings Limited Sidings East Bracklesham Drive Bracklesham. Demolition of existing dwelling and the erection of a two storey replacement dwelling.
Reasons: The flat roof is not conducive to the street scene, a pitch roof no higher than adjacent properties would be more in keeping.
P07.54.6 EWB/07/02338/FUL G Gentle And Sons Stubcroft Farm Stubcroft Lane EW
Change of use of barn to B1 Woodworking use and storage. Relocation of access track.
Reason: Object to relocating access track across farmland which will then provide two access tracks to the same place and unnecessarily divide a field. The Council have no objection to the change of use of barn.
P07.54.7 EWB/07/02801/COU Andy Stevens Bracklesham Bay Post Office Bracklesham Lane
To use the detached kiosk as an office/shop for holiday letting agent, residential letting agent, holiday homes for sale (estate agent), cleaning services, holiday booking agent. Reason: Lack of designated parking spaces in this area to cope with additional business. Adjacent on street parking is already inadequate.
The Committee declared an interest on the following application and made NO COMMENT as the applicant is a member of the Parish Council
P07.54.8 EWB/07/02785/DOM Mr And Mrs Gunning Glen Two Bracklesham Lane Bracklesham. Construction of single storey uPVC conservatory to rear of property.
P07.55 The Committee received additional drawings of the following application and agreed to withdrawn their objection made at the last meeting.
EWB/07/02504/FUL Mr C Kings St Martins West Bracklesham Drive
Demolition of bungalow and erection of 2 no. houses.
P07.56 Enforcement Enquiries - updates
P07.56.1 EWB/06/00212/CONMHC Stubcroft Farm, Stubcroft Lane. Query use of site by caravans. A Planning Contravention Notice has been issued by CDC and a reminder has been sent. A member of the public reported a number of caravans on the site during the Easter holidays. The Committee agreed that the delay in dealing with this application was causing the Council considerable embarrassment amongst the general public and will ask CDC how many reminders will be sent and is there a time limit. This has resulted in a formal planning application EWB/07/01241/COU. Permission granted by CDC 27.6.07.
P07.56.2 EWB/05/00265/CONCOM Church Farm Residential Home. Building of perimeter wall. Subsequent planning application was refused. The Local Planning Authority is in negotiation with BUPA Care Services who run the home to agree a scheme of works that would overcome the breach of planning of control. The Committee agreed to submit that anything other than total reinstatement of the original wall is totally unacceptable to the Parish Council.
P07.56.3 EWB/06/00339/CONHH Green Tiles, 8 Beech Avenue, Bracklesham. Dog breeding query. A report has been prepared for the attention of Head of Service recommending that a notice is served with view to a material change of use at the property. CDC asked for any further information available from the Parish Council. 11.6.07 The Committee received two letters of objection which had been copied to CDC. Clerk was asked to investigate and pass any information to CDC.
P07.56.4 Stubcroft Farm, Stubcroft Lane, E. Wittering - unauthorised building.
Cllr. Lambert attended the public enquiry on 21 June as representative of the Council and reported that the enquiry had received late paperwork from Mr. Green therefore the Planning Inspector decided to reconvene the enquiry on a date to be arranged in either August/September.
P07.56.5 Itte, West Bracklesham Drive. Residents are concerned that the finish and the windows are not as agreed in the Appeal Decision APP/L3815/C/06/2015972.
The Clerk was asked to forward a copy of the Appeal Decision to the Enforcement Dept at CDC pointing out the clauses stating that this Committee believes that there were no windows at the time of appeal.
