The Minutes of the meeting held on 23 July 2007 were confirmed as a correct record and signed by the Chairman.

P07.66 New Planning Applications.
The Committee had NO OBJECTION to the following applications: P07.66.1 EWB/07/03321/FUL CD Kings Ltd Shoreside Cottage Shoreside Walk EW
Conservatory to north east elevation and new window to lounge south east elevation.
P07.66.2 EWB/07/03239/FUL C D Kings Ltd Land To West Of Shoreside Cottage EW
Conservatory to south west elevation and roof windows to south west elevation.
The Committee OBJECTED to the following applications:
P07.66.3 EWB/07/03583/FUL Mr Harry Facer White Waves East Bracklesham Drive
Demolition of existing house, erection of replacement house and garage and associated works. Reasons: This is overdevelopment of this site and will result in loss of privacy to the neighbouring properties. A pitch roof would be more in keeping and the east and west elevations viewed from a distance would do nothing to enhance the visual appearance of the area. (1 abstention).
P07.66.4 EWB/07/02756/FUL Ridgemoor Holdings Limited Sidings East Bracklesham Drive Bracklesham. Demolition of existing dwelling and the erection of a two storey replacement dwelling. To receive substitute plans. Reasons: No significant difference except windows changed on front elevation therefore the following objections remain: The flat roof is not conducive to the street scene, a pitch roof no higher than adjacent properties would be more in keeping.
P07.66.5 EWB/07/04205/FUL Mr B Lamb Longacre Bracklesham Lane
Variation of conditions 1 and 3 on enforcement appeal decision letter dated 23 February 1994 (COM 1990 refers) to allow: (1) occupation of land by gypsies and travellers (as defined by Circular 01/2006) and (2) to increase number of plots to 5. Reasons: Appears to be a conflict of information regarding use of properties by family members or gypsies and travellers other than members of the family. The Parish Council has concern over increased vehicular access of this already busy road and the visibility splay is not sufficient for additional vehicles.
P07.66.6 EWB/07/03589/DOM Mr Ben White La Paz West Bracklesham Drive
The demolition of existing garage and construction of building comprising garden room, garage and carport, with studio above and wind turbines on the roof. Reasons: Over development of this backland site. Mass is obtrusive to neighbours. This development is open to future misuse of property ie. residential accommodation.
P07.67 Enforcement Enquiries - updates
P07.67.1 EWB/05/00265/CONCOM Church Farm Residential Home. Building of perimeter wall. Subsequent planning application was refused. The Local Planning Authority is in negotiation with BUPA Care Services who run the home to agree a scheme of works that would overcome the breach of planning of control. The Committee agreed to submit that anything other than total reinstatement of the original wall is totally unacceptable to the Parish Council.
P07.67.2 EWB/06/00339/CONHH Green Tiles, 8 Beech Avenue, Bracklesham. Dog breeding query. A report has been prepared for the attention of Head of Service recommending that a notice is served with view to a material change of use at the property. CDC asked for any further information available from the Parish Council. 11.6.07 The Committee received two letters of objection which had been copied to CDC. Clerk was asked to investigate and pass any information to CDC.
P07.67.3 Stubcroft Farm, Stubcroft Lane, E. Wittering - unauthorised building.
Cllr. Lambert attended the public enquiry on 21 June as representative of the Council and reported that the enquiry had received late paperwork from Mr. Green therefore the Planning Inspector decided to reconvene the enquiry on a date to be arranged in either August/September. The Committee was advised that a new date has been set as 13/14 September. The Clerk to confirm the date and Mr. Lambert to attend.
P07.67.4 Stubcroft Farm, Stubcroft Lane, E. Wittering - exceeding permitted number of caravans. The Committee received copies of three letters together with photographs which had been sent to Chichester District Council. The Clerk was asked to contact CDC to obtain an update on the situation and also ask District Councillor Peter Clementson to follow up this enquiry.
