MINUTES OF THE MEETING OF THE COUNCIL
HELD ON 8 NOVEMBER 2007 AT THE FIRE STATION, OAKFIELD ROAD.PRESENT: Council Members

APOLOGIES FOR ABSENCE: Mrs. Connon, Mrs. Chaloner, District Councillors Peter Clementson and Sevey Mastronardi and County Councillor Daws Chew.

IN ATTENDANCE: Mr. Steve Hansford (Community Team Manager), PCSO Ann Bromley and 5 members of the Bracklesham Bay Community Association.

07.164 Declarations of Interest. None.

07.165 Minutes of the last meeting The minutes of the meeting held on 18 October were confirmed by the Council as a correct record and signed by the Chairman.

07.166 Matters Arising from the last meeting. None

07.167 Public Questions None.

One member of the public arrived.

07.168 Community Wardens The Council welcomed Mr. Steve Hansford, Community Team Manager, who gave the Council a very informative talk on the role of the Community Wardens. The Council was concerned about the lack of funds available for our Community Warden in the next financial year and that the District Council would be looking to the Parish Council to assist with meeting the financial requirement to continue this service. The Chairman thanked Mr. Hansford and explained that the Parish Council will be considering the budget for the next financial year in January when a decision will be made.

07.169 Reports from District and County Councillors. None

07.170 Finance
07.170.1 The Council received a statement of the current financial position from the Clerk.
07.170.2 The Chairman had agreed and signed the bank reconciliation prior to the meeting.
07.170.3 Cheques were signed for the following previously agreed accounts (minute 07.154.6) totaling £2198.00.

07.170.4 On a proposal from Cllr. Lowe, seconded by Cllr. Breeze the following accounts totalling £2930.09 approved for payment at this meeting.

07.170.5 Budget 2008/9. The Chairman asked the Council to submit items for consideration for the next budget to the Clerk by 22 November for circulation before the next Council meeting.

07.171 Bracklesham Park
The Council received copies of the draft Parish Council business plan with the Agenda. Some Councillors had not received the Bracklesham Bay Community Centre draft Business Plan which was circulated by e mail after the Agenda had been distributed. The Council unanimously agreed to the Chairman’s suggestion to hold a further meeting on Wednesday 14 November at 7pm (venue to be decided) to enable all Councillors to have time to study the business plan. The Chairman asked the Council to submit their initial comments to the Clerk by midday on Monday 12 November for them to be collated and distributed to the Council before the meeting.

07.172 Highways
07.172.1 Street Lights - Cllr. Breeze carried out the inspection on 7 November and found no lights out.
07.172.2 Manhood Parishes Road Safety Group, 31 October at Earnley Concourse.
Cllr. Main apologized for not attending this meeting as she was unavoidably delayed. The Clerk was asked to request any minutes taken at the meeting.
07.172.3 Parking - The Council received a proposal to remove the bus stop outside the Co-op and introduce a one way system for buses only using the bus stop on the south side of the centre. Proposed by Cllr. Munday, seconded by Cllr. Lambert the Council agreed that they would not support this proposal.

07.173 Christmas Lights
The Council received an update on this year’s Christmas light installation and a further fundraising event on Saturday 24 November - posters will be on noticeboards. The minutes of the Working Party will be circulated to the Council.

07.174 Fit for the Future
Councillors had received unconfirmed information that St. Richard’s A&E was not to be closed but the Parish Council was unaware of any hard facts and recommended that this information be treated with caution.

07.175 January Council Meeting
Proposed by Cllr. Breeze, seconded by Cllr. Becker the Council agreed to change the meeting date in January to Thursday 17 January.
