The minutes of the meeting held on 18 December 2007 were confirmed as a correct record and signed by the Chairman.

P08.5 New Planning Applications.
The Committee had NO OBJECTION to the following applications:
P08.5.1 EWB/07/06035/DOM Mr. Morgan 25 Seafield Close EW. Proposed rear conservatory.
P08.5.2 EWB/08/00086/FUL King Homes - Mr. C King St Martins West Bracklesham Drive Bracklesham. Demolition of existing bungalow and erection of 2 no. houses. Amendments to planning permission EWB/07/02504/FUL.
P08.5.3 EWB/08/00105/DOM Mr John and Mrs Susan Lanning 22 Elcombe Close. Proposed rear extensions to the ground and first floor, internal remodelling and regularisation of existing garden shed.
The Committee OBJECTED to the following application:
P08.5.4 EWB/07/06149/FUL Mr Daniel Boyall (Knightsbridge Property Co Ltd) Land adjacent to 76 Stocks Lane EW.
Change of use and alterations of existing garages to form 1 no. detached bungalow with single garage EWB/08/0086/FUL.
This is currently private garages within a lock up garage complex behind existing houses. Previous applications to change these garages to a bungalow has been refused. A bungalow would be totally out of character with the area and unneighbourly.
This is a repeat of the objection given when a similar application was previously submitted under application no EW/02/03177/FUL which went to Appeal (APP/L3815/A/03/1113087). This Appeal was dismissed, one of the comments being that “the presence of a detached bungalow within the garage compound would not be in keeping with the character of the area.”
The Committee had NO OBJECTION BUT COMMENT to the following application:
P08.5.5 EWB/07/06058/TPA Messrs Stride and Son Unit H Hilton Park EW
Prune back to clear the building line (of affecting units A1-A5, B1-B5, C1-C5 and D1-D5 at Hilton Park) on approx. 11 no. willow trees and approx. 9 no. poplar trees. Also crown reduce by 40% 1 no. Leyland cypress tree. All 21 no. trees are within group G3 subject to TPO/2/EWB
Comment: Any reduction in height should be minimal as these trees were planted to screen the bright blue industrial units at this site.
P08.6 Enforcement Enquiries - updates
P08.6.1 EWB/05/00265/CONCOM Church Farm Residential Home. Building of perimeter wall. Subsequent planning application was refused. The Local Planning Authority is in negotiation with BUPA Care Services who run the home to agree a scheme of works that would overcome the breach of planning of control. The Committee agreed to submit that anything other than total reinstatement of the original wall is totally unacceptable to the Parish Council.
10.9.07 CDC reported that they are in discussion with BUPA.
5.10.07 BUPA have submitted a landscaping proposal to soften the impact of the wall. This is currently being considered by CDC.
18.10.07 PC reiterates previous objection.
5.11.07 The Committee received a request from CDC to consider a scheme to mitigate the impact of the wall in the street scene, namely to plant a single line of mature pot grown laurel plants (Prunnus lauracerasus”Cancasica”) at 1m centres along a line 1 m from the wall.
The Committee unanimously agreed to repeat its recommendation that the flint wall should be reinstated as the area of new red brick wall is not in keeping. The opinion of the Committee is that to allow a breach of planning to be covered up by shrubs is not acceptable and that such a proposal is not likely to be acceptable on a historic flint wall in Chichester.
18.12.07 The Committee were advised that some fencing work and planting was currently taking place in front of the flint wall at the site. The Clerk was asked to clarify the situation with CDC as no information has been received by the Parish Council. Agreement to any fencing or landscaping to cover the brick wall would be with complete disregard to the Parish Council’s wishes.
21.01.08 The Parish Council to await the CDC’s decision.
P08.6.2 EWB/06/00339/CONHH Green Tiles, 8 Beech Avenue, Bracklesham. Dog breeding query. A report has been prepared for the attention of Head of Service recommending that a notice is served with view to a material change of use at the property. CDC asked for any further information available from the Parish Council.
11.6.07 The Committee received two letters of objection which had been copied to CDC. Clerk was asked to investigate and pass any information to CDC.
10.9.07 CDC reported that an Enforcement Notice will be served. The Clerk was asked to find out when this notice will be served and any timings associated with this notice.
5.10.07 Enforcement Notice served - compliance is 3 months from when notice takes effect (29 Oct 07). Therefore compliance date is 29th Jan 08. Individual may appeal against notice.
18.12.07 Appeal Notice received. Committee to write to Planning Inspector objecting to the suitability of a commercial operation of dog kennels at this location.
21.1.08 Awaiting Appeal decision.
P08.6.3 Stubcroft Farm, Stubcroft Lane, E. Wittering - unauthorised building.
Cllr. Lambert attended the public enquiry on 21 June as representative of the Council and reported that the enquiry had received late paperwork from Mr. Green therefore the Planning Inspector decided to reconvene the enquiry on a date to be arranged in either August/September. The Committee was advised that a new date has been set as 13/14 September.
10.9.07 Mr. Lambert confirmed that he would attend the public enquiry.
5.10.07 Inquiry held on 13,14 and 20 Sep 07 - awaiting decision from Planning Inspectorate (anything between 4-10 weeks).
18.12.07 Committee advised that the decision can take up to a year.
21.1.08 Appeal dismissed. Enforcement notice EW/22 upheld, compliance by 4.4.08.
P08.6.4 EWB/07/00366/CONBC Stubcroft Farm, Stubcroft Lane, E. Wittering - exceeding permitted number of caravans. The Committee received copies of three letters together with photographs which had been sent to Chichester District Council. The Clerk was asked to contact CDC to obtain an update on the situation and also ask District Councillor Peter Clementson to follow up this enquiry.
10.9.07 CDC reported that an investigation is in progress.
10.9.07 EWB Committee asked what is happening as conditions have not been enforced.
5.10.07 Report being submitted to CDC Head of Service for enforcement action.
5.11.07 Head of Service directed that a letter be sent to Mr Green stating more than 5 caravans have been stationed on the site at certain times. This is a breach of condition and is the result of the land being used for the storage of caravans and motor homes. If not removed then enforcement action be pursued. Compliance check due this week.
18.12.07 CDC have forwarded a report to the Director of Environment for enforcement action regarding storage of caravans on the land.
21.01.08 Awaiting CDC action.
P08.6.5 Land south of Stubcroft Place, Stubcroft Lane, EW. The Committee agreed to report this land being used for storage of vehicles and materials.

P08.6.6 St. Catherine’s, West Bracklesham Drive, Bracklesham. The Committee asked the Clerk to write to CDC to confirm that the correct boundary line has been used for the new fence adjacent to the Kosy Cott site.

P08.6.7 EWB/05/01532/FUL 3A & 3B Azara Parade, Bracklesham Lane. The Committee asked the Clerk to write to CDC to request that the pavement in front of this property be tidied up.
18.12.07 CDC unaware of this report. Committee disappointed as e mail sent in November notifying CDC of this matter.
21.1.08 Materials are within that of the property (the parking area) and no breach of condition of the planning application therefore no enforcement involvement. Enforcement file closed.
P08.6.8 EWB/05/01532/FUL Claremont Shoreside Walk EW. Demolition of existing dwelling and construction of 4 no. chalet houses with detached garages and associated infrastructure. The Committee asked the Clerk to report that the turning circle and adjacent road was still being used by those visiting, delivering and working on the site to park vehicles.
18.12.07 CDC reported: The area within the site is restricted. The developer has made efforts to reduce the number of vehicles parked off site. The storage of material and getting lorries on site to load and unload, the number of construction workers to the space allocated to parking is restricted with only one entrance to the site. Conditions do include parking and on my visits Mr King has made efforts to reduce the number of cars parked off site. On my last visit it was 3 vehicles (2 x cars and one van) parked off site with the remainder on site. The site will continue to be monitored in order to reduce impact on neighbourhood.
The Committee asked the Clerk to point out the importance of keeping the turning circle clear at the end of Solent Road.
21.1.08 Site being monitored by CDC.
P08.6.9 Little Thatch and Clover Thatch, Shore Road, EW. EWB/07/03235/FUL (refused) points out the positive contribution to the character of the area of these two properties. It appears that subsequent to this planning application these two properties have now been boarded up and may fall into disrepair thereby preventing them from providing a positive contribution to the character of this area.
21.01.08 No breach of planning. Enforcement file closed.
P08.7 Urgent matters
The Committee received a letter from the East Bracklesham Drive Property Owners Association highlighting concerns about the style and size of buildings being granted Planning Permission in their road and the lack of associated parking. The Clerk was asked to reply with an explanation of the planning procedures in this area.
