MINUTES OF THE MEETING OF THE COUNCIL
HELD ON 27 AUGUST 2009 AT THE FIRE STATION, OAKFIELD ROAD.

IN ATTENDANCE: District Councillor Graeme Barrett, County Councillor Pieter Montyn and PCSOs Rose Bainbridge, Community Warden Drew Allardice, Derek Coville (Fire Service), Paul Over (CDC) and Mike Lewin (CDC).
09.120 Declarations of Interest. None.
09.121 The minutes of the meeting held on 9 July 2009 were confirmed by the Council as a correct record and signed by the Chairman.
09.122 Finance.
09.122.1 The Council received a statement of the current financial position from the Clerk.
09.122.2 The Chairman had been unable to sign the bank reconciliation prior to the meeting due to time constraints, but will confirm the reconciliation at the next meeting.
09.122.3 The Council received the following list of previously agreed Direct Debits and Standing Orders withdrawn since the last meeting.

09.123 Car Parking. The Chair welcomed Paul Over and Mike Lewin from Chichester District Council (CDC) to the meeting. Paul Over explained that central Government has reduced the funds usually given to the District Council in order to fund its financial deficit. This means that in order for the Local Authority to continue to provide its current level of services it has to find monies elsewhere ie. Council Tax, rents and car parks. CDC has therefore put out a consultation to the public on a possible way forward with respect to car parking. In East Wittering and initial proposal has been put forward to limit the free parking in Northern Crescent in order to encourage long term parking in Marine Drive. Details are displayed in the Parish Council office window or can be collected from CDC. After lengthy discussion the Council was asked to submit its comments to the Clerk to collate for the next meeting on 10 September. The Chair thanked Paul Over and Mike Lewin for attending the meeting and clarifying the situation.
09.124 Booker Green. The Council received a response from the Booker Trust regarding the future of Booker Green. Due to the sensitive financial and legal nature of the matter on a proposal by Cllr. Breeze, seconded by Cllr. Connon the Council agreed to discuss this meeting in closed session at the end of the meeting.
09.125.Medmerry Managed Realignment. The Council agreed that this item should be on the next agenda. Cllr. Tranchant was asked to attend a stakeholder workshop to be held on 3 September.
The meeting was then closed to the press and public.
