EAST WITTERING AND BRACKLESHAM PARISH COUNCIL

MINUTES OF THE  MEETING OF THE COUNCIL

HELD ON 10 SEPTEMBER 2009 AT THE FIRE STATION, OAKFIELD ROAD.

09.120 Declarations of Interest. None


09.121The minutes of the meeting held on 27 August 2009 were confirmed by the Council as a correct record and signed by the Chairman.


09.122 Matters arising from the last Council meeting not included on the Agenda. None.


09.123 Public Questions.  None.


09.124 Reports from County Councillors and District Councillors.  District Councillor Graeme Barrett advised the Council that CDC was anxious to get a response regarding car parking.  The Chair confirmed that this item was on the agenda.


09.125 Finance.

09.125.1          The Council received a statement of the current financial position from the Clerk.


09.125.2          The Clerk advised that a High Interest Deposit account had been opened with                                       £20,000 for a period of 3 months.  The Council unanimously agreed that the Clerk                                can keep a rolling monthly deposit of £20,000 into this account in the knowledge                                         that after 3 months the first £20,000 deposit will be repaid with interest and                                                thereafter every month there will be a repayment with interest.


09.125.3          The Chairman had agreed and signed the bank reconciliation prior to the meeting.


09.125.4          The Council received the following list of previously agreed Direct Debits and Standing Orders withdrawn since the last meeting.

09.125.6          Proposed by Cllr. Chaloner, seconded by Cllr. Campbell the Council agreed

to the opening of a new bank account for Bracklesham Park Centre.


09.126 Street Lighting.


09.126.1          WSCC Street Light Maintenance Contract.  Proposed by Cllr. Breeze, seconded by Cllr. Connon the Council agreed to confirm East Wittering and Bracklesham Parish Council’s agreement to join the PFI project at the cost of not more that £31.00 in the first year of the Contract.


09.126.2          There was no street light inspection by the Council this month so the Councillors were asked to inform the Clerk of any faults and she will pass them on.


09.127 Car Parking.

1.    No comment on City proposals.


2.    Northern Crescent CP

a.    Agree to the idea of free parking for a set time then charge and the charge must be considerably

different to those for Marine Drive and Bracklesham seafront CPs.

b.    Suggest free for first 2 hours then £1/hour thereafter.  2 free hours will cope with hairdressing

appointments, shopping and coffee, etc. any less will be detrimental to shops.

c.    Double yellow lines are urgently required on the south eastern side of Northern

Crescent between the junction and the CP entrance.

d.    On the northern side of Northern Crescent there should be staggered parking bays with double

yellow lines between them like the southern end of Bracklesham Lane.


3.     Marine Drive and Bracklesham seafront CPs:

a.    CDC should take back control

b.    Can Marine Drive be used by coaches as we do get quite a few coaches visiting this area.

c.    Marine Drive should have a tarmac extension, as already agreed, for shop and business

users paying a monthly ticket of £10/month.

d.    Agree with proposed charges of

20p up to 2 hrs, 60p up to 4 hrs and £1 for over 4 hours.


09.128 Trundle Tree – excessive noise complaint. The Council received over six complaints about the excessive noise from the Trundle Tree public house, Cakeham Road, on 22 August 2009.  District Councillor Graeme Barrett offered to investigate this matter and report back to the Clerk for the next meeting.


09.129 Police. The Clerk reported that no reply has yet been received to the Council’s letter of 18 August        2009.


09.130 Medmerry Managed Realignment. The scenarios put forward by the Environment Agency for the Medmerry Realignment Scheme were discussed at length and on a proposal by Cllr. Tranchant, seconded by Cllr. Lowe the Council agreed to submit the following comments:


1.         This Parish Council is happy with the western boundary suggested with the water storage area adopted (hatched area on plan).


2.         It has no comment on the eastern boundary.


3.         It objects to any second breach close to our boundary.  It has concerns about any breach moving westwards or increasing.  By the agency’s own admission it may affect the frontage at Bracklesham, presumably deleteriously.  There may be problems that have not appeared in the computer modelling, particularly as the current along the coast is east to west.  If a second breach is considered essential it could be done at a later date when there is more information on how the main part of the scheme is operating.  This is far better than creating a breach then having to fill it if it is wrong.

09.131 Bracklesham Park

09.131.1          The Clerk reported the following the situation including tenders and appointments:


Architect and lead designer – appointed

CDM Co-ordinator – appointed

Quantity Surveyor – appointed

Structural Engineer – contracts in progress

M & E contracts in progress

BREEAM consultant – appointed


This forms the design group.

The group has started developing drawings with all details as part of tender docs.and for building regulations submission.


The Clerk also reported that she had obtained an amendment to the planning permission to enable 24 hour access for Police.


09.131.2          Cllr. Lowe and Cllr. Connon volunteered to sell BBCA Summer Draw tickets on 26 September.


09.131.3          Future BBCA Events were announced:

3 October – Retro Party Night – tickets available at Calamity’s Café.

7 October – AGM – 7.30pm Royal British Legion – all parishioners invited.

24 October – Race Night – details on notice boards nearer the time.


09.131.4          Cllr. Main together with Community Warden Drew Allardice and the Clerk to

agree locations for the two new litterbins.


09.131.5          Proposed by Cllr. Main, seconded by Cllr. Breeze the Council agreed to

set up the Bracklesham Park Committee of Cllrs. O’Sullivan, Gunning and Munday

with the power to make decisions on the finishes of the new centre.


09.131.6          Proposed by Cllr. Chaloner, seconded by Cllr. Tranchant the Council agreed to

pay Doug Goodman £120.00 to install the two litterbins mentioned in 09.131.4.


09.131.7          The Clerk reported that the draft License to Build has been drawn up by the PC Solicitor and is now with CDC Legal Dept.


09.131.8          Cllr. Munday reported that at a recent meeting at the District Council he was very impressed with the professionalism of the architect and the CDC representatives and is confident that the way in which the provision of the centre is being dealt with will only bring the best possible results.


09.132 ­Powers for Parish and Town Councils. The Council received details from Steve Shaw, National            Co-ordinator of Local Works regarding the Sustainable Communities Act.  Proposed by Cllr.          Breeze, seconded by Cllr. Connon the Council agreed to follow the recommendation of SALC to be         obtained by the Clerk.


09.133 Traffic Problems with West Wittering Beach Car Park.

Cllr. Tranchant was concerned that the solid traffic jam a couple of Wednesdays ago, stretching back to Emsworth, was contributed to by the WW Beach Car Park.  Various views were discussed resulting in a proposal by Cllr. Tranchant, seconded by Cllr. Lambert the Council agreed to write to WSCC Highways, copy to WW Estates, asking them to deal with the problem of the large volume of traffic going to WW Beach which is a major factor in jamming up the Manhood Peninsula on summer days and that this was having a serious knock-on effect on the rest of the villages on the western Manhood Peninsula, including emergency vehicles.


09.134 Booker Green. The Council received a response from the Booker Trust regarding the future of Booker Green.  Due to the sensitive financial and legal nature of the matter on a proposal by Cllr. Breeze, seconded by Cllr. Munday the Council agreed to discuss this meeting in closed session at the end of the meeting.  Stuart Dobbin, as financial advisor to the Clerk, was asked to stay for this session.


The meeting was then closed to the press and public.
